The two verses that divide the world of non-Muslims into two classes in the classical reading: those who did not fight or expel the Muslims — toward whom righteousness and justice are commanded — and those who did, with whom alliance is forbidden. الآيتان اللتان تقسمان غير المسلمين في القراءة الكلاسيكية إلى قسمين: من لم يقاتل ولم يُخرج — يُبرّ ويُقسط إليه؛ ومن قاتل وأخرج — يُنهى عن موالاته. Allah does not forbid you from being righteous and just toward those who have not fought you over religion and have not expelled you from your homes. Indeed, Allah loves the just. (8) Allah only forbids you from allying with those who fought you over religion, expelled you from your homes, and aided [others] in your expulsion. And whoever allies with them — those are the wrongdoers. (9)
Allah no os prohíbe ser rectos y justos con quienes no os han combatido por la religión ni os han expulsado de vuestros hogares. Ciertamente, Allah ama a los justos. (8) Allah solo os prohíbe aliarse con quienes os combatieron por la religión, os expulsaron de vuestros hogares y ayudaron [a otros] en vuestra expulsión. Y quien se alíe con ellos — esos son los injustos. (9)
যারা দ্বীনের ব্যাপারে তোমাদের সাথে যুদ্ধ করেনি এবং তোমাদের ঘর-বাড়ি থেকে বের করেনি, তাদের প্রতি সদাচরণ ও ন্যায়বিচার করতে আল্লাহ তোমাদের নিষেধ করেন না। নিশ্চয়ই আল্লাহ ন্যায়পরায়ণদের ভালোবাসেন। (৮) আল্লাহ শুধুমাত্র তাদের সাথেই মিত্রতা করতে নিষেধ করেন যারা দ্বীনের ব্যাপারে তোমাদের সাথে যুদ্ধ করেছে, তোমাদের ঘর থেকে বের করেছে এবং তোমাদের বের করার ব্যাপারে (অন্যদের) সাহায্য করেছে। আর যারা তাদের সাথে মিত্রতা করে — তারাই জালিম। (৯)

[EN] Ibn Kathir, on these verses: Allah, exalted, delimited alliance by this verse — whoever did not fight, did not expel, and did not aid in expulsion, toward him righteousness and justice are not forbidden; and this is the principle in dealing with the people of the dhimma and those with treaties, with kindness and fairness. Qur'an 60:8-9 was revealed, per the classical exegetes (al-Tabari; Ibn Kathir), concerning Asma bint Abi Bakr's polytheist mother, who visited her in Medina and sought her support — the verses clarify that family ties and kindness to non-belligerent non-Muslims are not affected by the prohibition of alliance with the belligerent Quraysh. The classical reading drew the operative line between two classes: those who did not fight the Muslims over religion and did not expel them — toward whom birr (righteousness, kindness) and qist (justice) are commanded; and those who fought, expelled, and aided in expulsion — with whom wala' (alliance) is forbidden. The classical jurists (Ibn Kathir as above; al-Mawardi, al-Ahkam al-Sultaniyya) made these verses the foundation of the conduct toward the people of the dhimma and the mu'ahadun (treaty-holders), alongside the jizya arrangement of 9:29 (see the separate entry).
