Al-Qur'an 2:190-193 (Surat al-Baqara)
Edition: Cairo 1924 (uthmani text, verified via quran.com API)
And fight in the way of Allah those who fight you, and do not transgress — indeed, Allah does not love the transgressors. (190) And kill them wherever you find them, and drive them out from where they drove you out; and fitnah [persecution, oppression] is more severe than killing. And do not fight them at the Sacred Mosque until they fight you there; but if they fight you, then kill them. Such is the recompense of the disbelievers. (191) But if they cease, then indeed Allah is Forgiving, Merciful. (192) And fight them until there is no fitnah and the religion is for Allah. But if they cease, then there is no hostility except against the wrongdoers. (193)
Classical commentary — al-Tabari / Ibn Kathir
[EN] Ibn Kathir, on His statement 'and fitnah is more severe than killing': the seduction of the believer from his religion is more severe for him than killing; and these verses are among the first revealed on fighting in Medina. [Summary of the classical reading; al-Tabari likewise glosses 'fitnah' in these verses as shirk and the turning of the believer from his religion.]
Context
Editorial note — descriptive only; no modern judgment is added.
According to the classical tafsir literature (al-Tabari; Ibn Kathir), these verses are among the first revealed on fighting after the hijra to Medina. The text itself carries several limits: the command is directed against 'those who fight you'; transgression (i'tida') is prohibited; fighting is forbidden at the Sacred Mosque unless begun there; and two cessation clauses require stopping the moment the enemy desists (191-193). The classical exegetes gloss 'fitnah' in 2:191 and 2:193 as the persecution of believers and shirk. In the classical science of abrogation (naskh), later verses — particularly 9:5, 'the Verse of the Sword' (see the separate entry) — were held by the majority to generalize the fighting command, with al-Tabari and others discussing the relationship; the cessation clauses of 2:190-193 remain part of the text as it is recited and recorded.
