You worship not besides Him except [mere] names you have named, you and your fathers, for which Allah has sent down no authority. The decision is only for Allah — He has commanded that you worship none but Him. That is the straight religion, but most people do not know.

[EN] Ibn Kathir, on His statement 'the decision is only for Allah': there is no decision except Allah's — none commands, forbids, or legislates but He; and whoever rules by other than what Allah has revealed has departed from truth into error. Qur'an 12:40 is part of Joseph's speech to his prison companions — the rejection of worshiping mere names and the declaration that judgment belongs to Allah alone, in the immediate context of monotheism and worship. The classical exegetes (al-Tabari; Ibn Kathir) read the verse in this worship-centered frame, and the classical commentaries connect it with 5:44-47 (see the entry) and 6:57 as the scriptural ground of the doctrine that legislation belongs to Allah — the classical principle elaborated in the treatises on governance (al-Mawardi, al-Ahkam al-Sultaniyya; Ibn Taymiyya, al-Siyasa al-Shar'iyya; see the entries on 4:59 and 5:44). It should be noted that the term 'hakimiyya' itself is a modern coinage (see the separate entry on the genealogy of the term).
