أُذِنَ لِلَّذِينَ يُقَـٰتَلُونَ بِأَنَّهُمْ ظُلِمُوا۟ ۚ وَإِنَّ ٱللَّهَ عَلَىٰ نَصْرِهِمْ لَقَدِيرٌ ﴿٣٩﴾ ٱلَّذِينَ أُخْرِجُوا۟ مِن دِيَـٰرِهِم بِغَيْرِ حَقٍّ إِلَّآ أَن يَقُولُوا۟ رَبُّنَا ٱللَّهُ ۗ وَلَوْلَا دَفْعُ ٱللَّهِ ٱلنَّاسَ بَعْضَهُم بِبَعْضٍ لَّهُدِّمَتْ صَوَٰمِعُ وَبِيَعٌ وَصَلَوَٰتٌ وَمَسَـٰجِدُ يُذْكَرُ فِيهَا ٱسْمُ ٱللَّهِ كَثِيرًا ۗ وَلَيَنصُرَنَّ ٱللَّهُ مَن يَنصُرُهُۥٓ ۗ إِنَّ ٱللَّهَ لَقَوِىٌّ عَزِيزٌ

Permission [to fight] is given to those against whom war is waged, because they are wronged — and indeed Allah is able to give them victory. (39) Those who were expelled from their homes without right, except that they say: 'Our Lord is Allah.' And if Allah did not repel some people by means of others, monasteries, churches, synagogues, and mosques — in which the name of Allah is mentioned much — would have been demolished. And Allah will surely support those who support Him. Indeed, Allah is Powerful, Mighty. (40)

Se da permiso [de combatir] a quienes son combatidos, por haber sido agraviados — y ciertamente Allah es capaz de darles la victoria. (39) Aquellos que fueron expulsados de sus hogares sin derecho, solo por decir: «Nuestro Señor es Allah». Y si Allah no repeliera a unos hombres por medio de otros, habrían sido derribados monasterios, iglesias, sinagogas y mezquitas — en las que se menciona mucho el nombre de Allah. Y Allah ciertamente apoyará a quien Lo apoye. En verdad, Allah es Fuerte, Poderoso. (40)

যাদের বিরুদ্ধে যুদ্ধ চালানো হয়, তাদের যুদ্ধের অনুমতি দেওয়া হল — কারণ তাদের প্রতি অত্যাচার করা হয়েছে; আর আল্লাহ তাদের সাহায্যে সক্ষম। (৩৯) তাদেরকে বের করা হয়েছে তাদের ঘর-বাড়ি থেকে অন্যায়ভাবে — শুধু এই কারণে যে, তারা বলে: 'আমাদের রব আল্লাহ।' আর আল্লাহ যদি মানুষদের একদলকে অন্যদলের মাধ্যমে প্রতিহত না করতেন, তবে বিধ্বস্ত হয়ে যেত খ্রিস্টান সন্ন্যাসীদের উপাসনালয়, গির্জা, সিনাগগ ও মসজিদ — যেগুলোতে আল্লাহর নাম অধিক স্মরণ করা হয়। আল্লাহ অবশ্যই তাকে সাহায্য করবেন যে তাকে সাহায্য করে। নিশ্চয়ই আল্লাহ শক্তিমান, পরাক্রমশালী। (৪০)

Classical commentary — al-Tabari / Ibn Kathir

وَقَالَ ابْنُ كَثِيرٍ فِي هَذِهِ الْآيَةِ: هَذِهِ أَوَّلُ آيَةٍ أُنْزِلَتْ فِي الْقِتَالِ، وَرُوِيَ عَنِ ابْنِ عَبَّاسٍ وَغَيْرِهِ: لَمَّا أَذِنَ اللَّهُ لِرَسُولِهِ ﷺ فِي الْقِتَالِ، وَقَدْ كَانَ يُؤْذَى قَبْلَ ذَلِكَ وَلَا يُؤْذَنُ لَهُ، فَأَنْزَلَ اللَّهُ هَذِهِ الْآيَةَ.

[EN] Ibn Kathir, on this verse: this is the first verse revealed concerning fighting; and it is related from Ibn Abbas and others: when Allah permitted His Messenger ﷺ to fight — for he had been harmed before that without being given permission — Allah revealed this verse. اذن للذين يقتلون بانهم ظلموا وان ٱلله على نصرهم لقدير ﴿٣٩﴾ ٱلذين اخرجوا من ديرهم بغير حق الا ان يقولوا ربنا ٱلله ولولا دفع ٱلله ٱلناس بعضهم ببعض لهدمت صومع وبيع وصلوت ومسجد يذكر فيها ٱسم ٱلله كثيرا ولينصرن ٱلله من ينصره ان ٱلله لقوى عزيز وقال ابن كثير في هذه الاية: هذه اول اية انزلت في القتال، وروي عن ابن عباس وغيره: لما اذن الله لرسوله ﷺ في القتال، وقد كان يوذى قبل ذلك ولا يوذن له، فانزل الله هذه الاية.

The classical exegetes (al-Tabari; Ibn Kathir as above) record 22:39 as the first verse granting permission to fight — revealed in Medina (or per some reports in the Medinan period) after years of Meccan persecution during which the believers had no command to fight. The verse frames the permission defensively: permission for those who are fought, because they were wronged, expelled from their homes for their faith. The second verse (22:40) grounds the fighting in the protection of places of worship of all the revealed communities — monasteries, churches, synagogues, and mosques — a clause the classical commentaries read as the divinely stated rationale for the repelling of aggression. The permission verses stand at the beginning of the classical narrative of the fighting commands, which culminate in the general orders of 2:190-193, 8:39, and 9:5 (see the entries).

Los exégetas clásicos (al-Tabari; Ibn Kathir, arriba) registran 22:39 como la primera aleya que concede el permiso de combatir — revelada tras años de persecución en La Meca durante los cuales los creyentes no tenían orden de combatir.
