Say to those who disbelieve: if they desist, what has passed will be forgiven them; but if they return, the precedent of the former peoples has already passed. (38) And fight them until there is no fitnah, and the religion is entirely for Allah. But if they desist, then indeed Allah is Seeing of what they do. (39)
Di a quienes niegan la verdad: si desisten, se les perdonará lo pasado; pero si reinciden, ya ha pasado la práctica de los pueblos anteriores. (38) Y combatidlos hasta que no haya fitna y la religión sea enteramente para Allah. Pero si desisten, ciertamente Allah ve lo que hacen. (39)
যারা কুফরি করে তাদের বলো: তারা যদি বিরত হয়, তবে যা অতীত হয়ে গেছে তা ক্ষমা করা হবে; কিন্তু তারা ফিরে গেলে পূর্ববর্তীদের রীতি ইতোমধ্যে অতিবাহিত হয়েছে। (৩৮) আর তাদের সাথে যুদ্ধ করো যতক্ষণ না ফিতনা শেষ হয় এবং দ্বীন সম্পূর্ণ আল্লাহর জন্য হয়। তারা বিরত হলে আল্লাহ তাদের কাজ সম্পর্কে সম্যক দ্রষ্টা। (৩৯)
Classical commentary — al-Tabari / Ibn Kathir
[EN] Ibn Kathir, on His statement 'and the religion is entirely for Allah': i.e., the religion becomes purely for Allah; and fitnah here is shirk, according to the majority — as He said: 'and fitnah is more severe than killing.' Qur'an 8:38-39 belongs to the group of verses revealed after Badr on the conduct of the war with the Quraysh. The verse commands fighting until fitnah ceases and the religion is entirely for Allah, and immediately adds the cessation clause — if they desist, fighting ends. The classical exegetes (al-Tabari; Ibn Kathir as above) gloss 'fitnah' here as shirk and the persecution of believers, and read the verse in connection with 2:193 (the identical command in the Baqara cluster, see the entry on 2:190-193) and 8:12 (see the entry). The classical jurists discussed the relationship of these verses to 9:5 ('the Verse of the Sword', see the entry) in the science of abrogation, with the majority holding the later general command operative while the cessation clauses remain part of the text.
