إِذْ يُوحِى رَبُّكَ إِلَى ٱلْمَلَـٰٓئِكَةِ أَنِّى مَعَكُمْ فَثَبِّتُوا۟ ٱلَّذِينَ ءَامَنُوا۟ ۚ سَأُلْقِى فِى قُلُوبِ ٱلَّذِينَ كَفَرُوا۟ ٱلرُّعْبَ فَٱضْرِبُوا۟ فَوْقَ ٱلْأَعْنَاقِ وَٱضْرِبُوا۟ مِنْهُمْ كُلَّ بَنَانٍ

When your Lord inspired the angels: 'I am with you, so make firm those who believe. I will cast terror into the hearts of those who disbelieve — so strike above the necks, and strike from them every fingertip.'

Cuando tu Señor inspiró a los ángeles: «Estoy con vosotros, afianzad a los creyentes. Infundiré el terror en los corazones de quienes niegan la verdad — golpead por encima de los cuellos y golpeadles en cada punta de los dedos».

যখন আপনার রব ফেরেশতাদের প্রতি ইঙ্গিত করলেন: 'আমি তোমাদের সাথে আছি, অতএব ঈমানদারদেরকে প্রতিষ্ঠিত রাখো। আমি কাফিরদের অন্তরে ভয় নিক্ষেপ করব — অতএব গর্দানের উপর আঘাত করো, এবং তাদের প্রতিটি অঙ্গুলির ডগায় আঘাত করো।'

Classical commentary — Ibn Kathir

وَقَالَ ابْنُ كَثِيرٍ فِي هَذِهِ الْآيَةِ: الْخِطَابُ فِي قَوْلِهِ: «فَاضْرِبُوا فَوْقَ الْأَعْنَاقِ» لِلْمُؤْمِنِينَ الْمُقَاتِلِينَ يَوْمَ بَدْرٍ، أَيْ اضْرِبُوا مِنَ الْكُفَّارِ رُءُوسَهُمْ وَأَعْنَاقَهُمْ حَتَّى تَقْتُلُوهُمْ، وَهَذَا فِي حَالِ الْمُبَارَزَةِ وَالْقِتَالِ.

[EN] Ibn Kathir, on this verse: the address in 'strike above the necks' is to the fighting believers on the day of Badr — i.e., strike the heads and necks of the disbelievers until you kill them — and this [applies] in the state of combat and battle. اذ يوحى ربك الى ٱلمليكة انى معكم فثبتوا ٱلذين ءامنوا سالقى فى قلوب ٱلذين كفروا ٱلرعب فٱضربوا فوق ٱلاعناق وٱضربوا منهم كل بنان وقال ابن كثير في هذه الاية: الخطاب في قوله: «فاضربوا فوق الاعناق» للمومنين المقاتلين يوم بدر، اي اضربوا من الكفار رءوسهم واعناقهم حتى تقتلوهم، وهذا في حال المبارزة والقتال.

Qur'an 8:12 belongs to the Badr section of Surat al-Anfal: the verse describes the divine assistance — the angels' support of the believers and the terror cast into the enemy — and the battle order addressed to the believers ('strike above the necks... every fingertip'). The classical exegetes (al-Tabari; Ibn Kathir as above) read the address as specific to the state of combat against the armed enemy on the battlefield, within the frame of the fighting verses (2:190-193; 8:39; 9:5 — see the entries) and the classical law of war, which regulates the conduct of fighting, the prohibition of transgression, and the treatment of captives (see the entries on 47:4 and 8:67). The verse is reproduced with its exact citation and the classical frame of its application.
