It is He who has sent His Messenger with guidance and the religion of truth to make it superior over all religions, even though the polytheists dislike it.
Él es Quien envió a Su Mensajero con la guía y la religión verdadera para hacerla prevalecer sobre todas las religiones, aunque les disguste a los idólatras.
তিনিই সেই সত্ত্বা যিনি তাঁর রাসূলকে হিদায়াত ও সত্য দ্বীনসহ প্রেরণ করেছেন, যেন তিনি একে সমস্ত দ্বীনের (ধর্মের) উপর বিজয়ী করেন, যদিও মুশরিকরা তা অপছন্দ করে।

Classical commentary — Ibn Kathir
[EN] «To make it superior over all religions» means over all the religions of the inhabitants of the earth... It is established in the Sahih that the Messenger of Allah ﷺ said: 'Indeed, Allah folded the earth for me—its eastern parts and its western parts—and the dominion of my nation will surely reach as far as what was folded for me of it'... Thus this religion will be dominant, elevated over all other religions through conquest and ascendancy.

Qur'an 9:33 (repeated verbatim in 61:9 and closely paralleled in 48:28) represents the fundamental theological justification for universal Islamic expansion. Classical exegetes (such as al-Tabari, al-Qurtubi, and Ibn Kathir) explained that 'making it dominant' (*Li-yuzhirahu*) refers not merely to intellectual proof, but to physical geopolitical dominance and military conquest over the Christian, Jewish, Zoroastrian, and pagan realms of the world until no rival sovereignty remains.
